The plumber starts with the symptoms and the pipes they can reach, then narrows it down: isolating sections, checking the meter with everything off, and using locating methods on concealed pipe. A meter that keeps ticking with the whole house shut off is the cheapest test there is.
Finding the likely source and getting to it are separate jobs. Pipe under a slab or in a wall may need controlled access, so agree where the opening goes before it is cut. Sometimes the damp isn’t plumbing at all, more often than most people expect.
